pfsence slow down the internet speed

I am a noob when it comes to networking stuff but I try to learn from everything.

My office pfsence slow down my internet speed.

I have 2 dedicated leased lines with 10 Mbps it's a 1:1 connection we only have 20 laptops currently working 

And also I can't able to do load balance because some public IP is trusted in one connection and other connection also like that static route also done 

If I use load balance means I cant able to access the specific IP address is there any way it fix this issue are else any setting change will improve my internet bandwidth
