Some Internet Users Cannot Access Websites/Portal/VPN Behind PFSense

We've just recently change our ISP to a new one and reconfigured our pf box with their new public IP. Internet is working and access to our website/portal/vpn is fine for some user/clients but a few of our clients reported that they cannot access any of our website/portal. We trace it on our pf box but did not find any blocking issue. What I only see on the state table is a TIME_WAIT:TIME_WAIT (see attached).
We've also check the state table for successful clients which can connect on our servers and immediately we see ESTABLISHED:ESTABLISHED on the State table.
Appreciate if you could help me check the cause of this issue. Already asked also our ISP but they say no blocking on their side.
