Migrating pfSense from 2.1.3 to 2.3.4 failed.

We currently have a CE pfSense 2.1.3 running on a Dell server without a problem for years. We just purchased a netgate pfSense appliance where we re-installed 2.3.4 and restored the 2.1.3 without packages. Then we re-installed the packages needed.

After that, we felt ready so we put it into the production to replace the old one. Unfortunately, right away all 16 websites just became inaccessible (via either internal or external.) while other features such as OVPN or IPsec are working fine. The most surprising thing is, all the VIPs used to be PARP type were automatically changed to CARP type on the new appliance at the moment while it was put into production. Those VIPs were changed back to PARP after the appliance was taken down from the production.

I'm not sure if that is the cause of failure but did you guys run into this situation...
