PFSense configured as just a router without NAt?

We were issued a routed subnet from our ISP. They gave us a single WAN address and a /29 public subnet to put on the LAN side of our router. To configure this correctly, we need two routers. One that's configured with the /29 subnet on the WAN side and our private LAN on the LAN side. The second that's configure with the Single WAN address on the WAN side and without any NAT, the LAN side configured to /29 subnet. I've never setup PFSense like this before so I have some questions:

1. How do I configure it without any security services or NAT so it just pushes the /29 addresses to the internal router?

2. I obviously need to have access to this for any future changes, so how do I configure management access without exposing that to the internet since both WAN and LAN side are public addresses?
